VA Program Eligibility
The Academy for Professional Development (AFPD) is a private training institution. AFPD does not approve, issue, or manage VA benefits. All benefit determinations and payments are handled directly by the U.S. Department of Veterans Affairs. Our staff provides administrative support for certification of enrollment only.
Post-9/11 GI Bill (Chapter 33)
The most common benefit for veterans with at least 90 days of aggregate active duty service after Sept. 10, 2001.
Montgomery GI Bill (Chapter 30)
For veterans who served at least two years on active duty and contributed to the education fund while in service.
Veteran Readiness (Chapter 31)
A program for veterans with service-connected disabilities that limit their ability to work or require retraining.

How It Applies to Training
Our programs are BPPE-licensed and GI Bill approved. Your housing allowance (BAH) and tuition coverage depend on your specific eligibility chapter. AFPD is an educational provider; we do not approve or issue benefits. All entitlements are managed directly through the Department of Veterans Affairs.
Application Process
- 1. Verify your eligibility for Chapter 33 (Post-9/11) or Chapter 30 (MGIB) on the VA website.
- 2. Obtain your Certificate of Eligibility (COE) from the VA.
- 3. Submit your COE along with your AFPD admission request for enrollment certification.

Who manages my VA benefits and approvals?
Important: AFPD does not approve or issue VA benefits. All benefits, eligibility determinations, and payments are managed directly by the Department of Veterans Affairs. We provide the training which is approved for GI Bill use, but the application process is handled through the VA official channels.
What is the housing allowance (BAH) structure?
Monthly Housing Allowance (MHA) is calculated based on the location of the school (Modesto, CA zip code 95350) for in-person training. Rates are determined by the VA and depend on your benefit chapter and length of service. Payments are issued in arrears by the VA.
How long does the payment process take?
Typical VA processing times range from 30 to 45 days after enrollment certification. We recommend applying for your Certificate of Eligibility (COE) at least 60 days prior to the program start date to ensure timely funding.
What are the program durations for benefits?
The Executive Protection Specialist program runs for 14 intensive days, while the Physical Security Specialist program is a 30-day, 220-hour curriculum. Both are certified for full-time benefit consumption during the training period.
